The Pension Sanctioning Authority is generally the Head of the Department or the appointing authority of the Government servant. The PSA is responsible for:

Receiving pension applications from retiring Government servants

Verifying service records and entitlements

Calculating pension, DCRG (Death-Cum-Retirement Gratuity), and commuted value of pension

Forwarding the pension proposal to the Controller of Accounts, Odisha

Controller of Accounts, Odisha

The Controller of Accounts (COA), Odisha is responsible for:

Receiving pension proposals from PSAs through iFMS-Odisha

Scrutinizing the pension proposals as per Odisha Civil Services (Pension) Rules, 1992
