Q:- What is the Office of the Controller of Accounts, Odisha?

A:-The office was established in 1991 (vide FD Resolution No. 45220/F dated 06.12.91) and became a separate Head of Department in 1994. It is primarily responsible for:
• Maintenance of GPF accounts
• Authorization of final GPF withdrawal for retired/deceased employees
• Authorization of pensionary benefits for employees of Aided Educational Institutions
• Administration of pension funds for Sambalpur and Berhampur Universities

Q:-Who are the GPF subscribers under this office?

A:-Employees of Aided Educational Institutions of Odisha including Primary, Middle, Secondary Schools, Colleges.

Q:-When does a Government servant become eligible for GPF membership?

A:-1. After completing six months of regular service
2. Provided there is likelihood of continued Government service

Q:-How often can a subscriber change the GPF contribution amount?

A:-1. Enhance: Up to two times in a financial year
2. Reduce: Only once in a financial year

Q:-What are the limits for GPF contribution?

A:- The total subscription (including arrears and interest) should not exceed Rs 5,00,000 per financial year.If the contribution exceeds this limit, further deductions must stop, and the minimum 6% subscription requirement is deemed relaxed.

Q:-When can subscription to GPF be stopped?

A:-Four months prior to the date of superannuation.

Q:-Can the Controller of Accounts sanction Part-Final Withdrawals or Non-Refundable Advances?

A:-No. These are to be sanctioned by the Drawing and Disbursing Officer (DDO) and competent authorities.

Q:- Do subscribers need to visit the CAO office for final GPF withdrawal?

A:-No. They should approach the concerned DDO mentioned in the intimation letter.

Q:-How is interest calculated on GPF contributions?

A:-Interest is calculated from the month following recovery and credited annually at the end of the financial year.

Q:-What is the current rate of GPF interest?

A:-From 2016 - 17 onwards, rates are declared quarterly by the Government of India and adopted by the State Government. Recent years show a rate of 7.1% per quarter (from 2020 - 21 to 2024 - 25).

Q:- Up to what date is interest allowed in final GPF payments?

A:-Interest is allowed:
• Till the month preceding the date of signing of authority by the Controller of Accounts office, if signed before the 15th
• Till the end of the month, if signed on or after the 15th

Q:-How can I access my GPF account slip online?

A:-Visit https://www.odishatreasury.gov.in or https://caodisha.nic.in, go to the GPF Queries section, and follow these steps:
• Enter Series (e.g., PS, MS), Account Number, Registered Mobile Number, and Financial Year
• Generate OTP and use it to download the PDF slip

Q:-What should I do if I can't download my GPF slip online or don't receive SMS alerts?

Q:- What should I do in case of missing credits in my GPF account?

A:-Submit a representation through your DDO with:
• Details of the missing month(s).
• Name of DDO, Treasury, Challan No., Date, Bill Copy, and Schedule.

Q:-What if my date of birth or name is incorrect in the GPF database?

A:-Forward valid documentary proof (e.g., Service Book first page) through your DDO to the CAO office.

Q:-Is the GPF account slip balance the same as the final payment balance?

A:-Not necessarily. Final payment balance is subject to adjustment of missing credits/debits and rectifications.

Q:-What is the subscriber's responsibility regarding account accuracy?

A:-Under Rule 36(2) of the Odisha GPF Rules, subscribers must report discrepancies within three months of receiving their account slip to avoid issues during final payment.

Q:- New Pension Scheme(NPS) (w.e.f. 01.04.2005)

A:- ➢ Monthly contribution (employee share 10% of (Pay + DA) and employer share 14% from 01.04.2019- 10% up to 31.03.2019)

     ➢ CoA Office deals with in-service death (gratuity and family pension on submission of requisite forms) w.e.f17.10.2021 and gratuity in case of retirement case.

     ➢ Rates of payment of death gratuity (Max retirement & death gratuity is Rs.15 lacs)
